The Copyright Office has finished its report detailing the issues surrounding "orphan works", that is the situation where the owner of a copyrighted work cannot be identified and located by someone wishing to use the work in a manner that requires permission of the
copyright owner.

The Report is available for download on this page in two versions, the Full Report with Appendices (approximately 200 pages), and the Main Text (no appendices, approximately 130 pages).
